The project is located at the East of Liuheng Island, Zhoushan City, Zhejiang Province, which is one of the primary projects of Zhejiang Provincial Government, the largest seawater desalination project and one of the diagram base of seawater desalination in China as well. The project feeding water comes from sea area of Liuxia Dajiateng, which is 100 meters from the coastline; the TDS range is 29,200 ~ 34,000 mg/l from 2.5 - 4 meters under the sea level. In winter time, seawater electricity conductivity is relatively low, while summer is higher; and water resource sand content varies according to the tidal variances . Within tidal period, the maximum sand content normally appears after rapid tide rises or precipitate falls.

The project adopts a methods combination of coagulation sedimentation, velveless filtering pool, mechanical filtration and reverse osmosis, which has a treatment capacity of 36,000 m3/d. Water quality index of the project permeation fulfill or exceed the national standards for drinking water. Water production of the project has been introduced into municipal water supply for mitigating urban water shortage effect, and fulfilling demand of industrial water consumption.
